Since the end of the Cold War, civil so­ciety actors (CSAs) and small and middle po­wers (SMPs) have been play­ing an ever-greater role in shaping arms con­trol initia­tives and providing im­petus for change. But how substan­tial are these changes? Do these develop­ments trans­form or
stabi­lize exis­ting orders, prac­tices of violent con­flict manage­ment and related power asym­metries? What are the oppor­tunities and chal­lenges for practi­tioners parti­cipa­ting in the struggle for arms con­trol? The confe­rence aims to ad­vance our under­standing of the trans­forma­tive poten­tial of actor diversi­fica­tion and multi-­stake­holder approa­ches in the crea­tion and contes­tation of inter­national arms con­trol regimes.

The theme of the work­shop could not be time­lier: Follow­ing Russia’s war of aggres­sion against Ukraine we may enter an era of res­taura­tion in inter­natio­nal poli­tics, reempha­sizing the state’s primary func­tion as secu­rity provi­der for its citi­zens. The call is for rear­mament rather than disarma­ment. Conse­quently, the stra­tegic environ­ment could become virtu­ally imper­vious to the voices of CSAs and SMPs commit­ted to advan­cing arms control and disar­mament initia­tives. Against this back­drop, it is impera­tive to take stock of the exis­ting engage­ment and reflect on how the transfor­mative poten­tial of CSAs and SMPs – in its politi­cal and legal dimen­sions – can be har­nessed in the future. This confer­ence brings together aca­demics, policy experts and represen­tatives of civil society to discuss this issue at the inter­section of law and politics.
