Since the end of the Cold War, civil society actors (CSAs) and small and middle powers (SMPs) have been playing an ever-greater role in shaping arms control initiatives and providing impetus for change. But how substantial are these changes? Do these developments transform or
stabilize existing orders, practices of violent conflict management and related power asymmetries? What are the opportunities and challenges for practitioners participating in the struggle for arms control? The conference aims to advance our understanding of the transformative potential of actor diversification and multi-stakeholder approaches in the creation and contestation of international arms control regimes.
The theme of the workshop could not be timelier: Following Russia’s war of aggression against Ukraine we may enter an era of restauration in international politics, reemphasizing the state’s primary function as security provider for its citizens. The call is for rearmament rather than disarmament. Consequently, the strategic environment could become virtually impervious to the voices of CSAs and SMPs committed to advancing arms control and disarmament initiatives. Against this backdrop, it is imperative to take stock of the existing engagement and reflect on how the transformative potential of CSAs and SMPs – in its political and legal dimensions – can be harnessed in the future. This conference brings together academics, policy experts and representatives of civil society to discuss this issue at the intersection of law and politics.
