A contribution to international arms control

In HSFK-Report Nr. 6/2013 Simone Wisotzki evaluates the Arms Trade Treaty's chances for success

After the adoption of the agreement on arms trade regulation on April 2nd, 2013 by the UN General Assembly with an 2/3rd majority, the chances for its success remain to be questioned - especially as several ambitious arms-exporting countries, such as Russia and China, did not sign the Arms Trade Treaty (ATT). 

 

The ATT aims to regulate the legal, state-approved arms trade as well as to counter illegal trade with armaments. In HSFK-Report No. 6/2013 "Rüstungsexporte unter verschärfter Kontrolle? Eine Bewertung des internationalen Waffenhandelsvertrags"(Tighter Controls for Arms Exports? An Evaluation of the Arms Trade Treaty), Simone Wisotzki analyzes the treaty's perspectives on the basis of three criteria: the degree of self-commitment, the expectable attitude change within the countries and the contribution of the regulation to solve the problem.
