Nuclear Transparency and Registers of Nuclear Weapons and Fissile Materials

In PRIF Report No. 97 Harald Müller and Annette Schaper explain how transparency can be reached as a means of reducing insecurity on the way to a nuclear zero stock

Nuclear disarmament is a laborious process that extends over decades. It can only succeed if all participants have a growing sense of confidence that the zero condition can be achieved and verified without any uncertainty. A high degree of transparency is needed in order to place this confidence on a firm foundation.

In PRIF Report No. 97/2010 Nuclear Transparency and Registers of Nuclear Weapons and Fissile MaterialsHarald Müller and Annette Schaper plea for a step-by-step implementation of a complete register for nuclear weapons and fissile material supporting the process of disarmament. The authors make concrete proposals regarding the realisation of the first steps, the place for negotiations of such a register and by whom it should be supervised.
