Way out of Nuclear Crises

In HSFK-Report No. 10/2006 Harald Müller discusses models of nuclear arrangements for multinational cooperation

In the course of the current nuclear crises the debate on multinational solutions has been revived again. Not just since the Iranian crisis, the gap between advanced nuclear weapons states and nuclear threshold states has widened. On the one hand the advanced nuclear states seek to prohibit the proliferation of sensitive nuclear technology, on the other hand the non-nuclear weapons states want to guarantee their supply with nuclear fuels. The nine models on multilateral cooperation presented by Harald Müller aim to persuade these countries not to build own „critical“ facilities, like enrichment or reprocessing plants. With those concepts it is intended to reduce the risk of nuclear proliferation.
In HSFK-Report 10/2006 „Multilateralisierung des Brennstoffkreislaufs: Ein Ausweg aus den Nuklearkrisen?“ (Multilateralization of the nuclear fuel cycle: Way out of nuclear crises?), the limits and potentials of the nine models presented are assessed on the basis of four criteria, namely proliferation resistence, security of supply, participation and compatibility with world order policies.
