What's the deal?

India and the USA are negotiating about a nuclear deal. In their HSFK-Report 6/2007 Harald Müller and Carsten Rauch analyze possible effects of this agreement on the Non-Proliferation Treaty (NPT).

India and the USA have been negotiating about a nuclear deal for nearly two years. The agreement is supposed to enable civil nuclear trade between the two states in the future. Above all, India wants to become an accepted member of the "nuclear club". For ensuring periodic inspections the US are claiming for a security pact between India and the International Atomic Energy Agency (IAEA).

What makes the deal explosive: In spite of India holding nuclear weapons since 1998, it isn't a member of the Non-Proliferation Treaty. In case of an agreement, the US, therefore, would award a special status to the Indian nuclear program. This could undercut the already enervated NPT.
