EU Non-Proliferation and Disarmament Consortium

The EU Non-Proliferation and Disarmament Consortium is a network of four independent European think tanks that supports the European Union with its non-proliferation and disarmament policies.

The consortium was established by four institutes in 2010, specializing in the topic of arms control and disarmament: the International Institute for Strategic Studies (IISS, London), the Fondation pour la recherche stratégique (FRS, Paris), the Stockholm International Peace Research Institute (SIPRI) and the Peace Research Institute Frankfurt.

The European Council funded the consortium with a grant of 2.2 million Euro from 2011 to 2014, increasing its contribution to 3.6 million Euro for the period from 2014 to 2017.


One of the consortium’s primary tasks is to establish a European network of experts on the issues of non-proliferation and disarmament which are meant to promote both dialog on security policies among political decision-makers and research on European security and peace.

In this context, PRIF has specifically been tasked with organizing regular consultative meetings between European experts and the relevant working groups from the European Union and the member states on the topic of current arms-control issues. These meetings are intended to establish a basis for identifying and developing concrete policy recommendations.

Additionally, PRIF coordinates the development of expertise for Europe in the area of non-proliferation and disarmament. This is done by way of an internship program and a comprehensive selection of eLearning courses that covers the entire range of current arms-control topics.

The EU Non-Proliferation and Disarmament Consortium's website provides a forum in which contributions can be made to the European debate on non-proliferation and disarmament. Moreover, the consortium regularly releases policy papers on topics of arms controls for conventional and unconventional weapons and organizes the annual EU Non-Proliferation and Disarmament Conference.

In 2011 and 2012, PRIF was called upon to organize two EU seminars concerning perspectives for a creating a zone free of weapons of mass destruction in the Middle East. The seminars took place in Brussels and saw strong regional attendance by high-level delegations.

The project partners are: the International Institute for Strategic Studies (IISS, London), the Fondation pour la recherche stratégique (FRS, Paris), the Stockholm International Peace Research Institute (SIPRI), with the European Union as sponsor (Council Decision CD 2014/129/CFSP).
