The Image of the Democratic Soldier: Tensions Between the Organisation of Armed Forces and the Principles of Democracy in European Comparison
The research project was concluded in November 2010. It examined an aspect which to date has been overlooked in the work on Democratic Peace: the relationship of democratic societies with the military.
Maintaining an army creates a problem for all democracies, since the concepts of power and order of the military go against democratic principles: The internal military structure is characterised by relationships of superiority and inferiority, of command and obedience, which contradict the democratic postulate of equality and freedom; the legitimisation of the military use of force also fails to sit comfortably alongside the democratic norm of non-violent conflict resolution. The traditional solution to this dilemma binds the use of military force to defence purposes and subjects the military to civilian control mechanism.
The post-Cold War security environment has challenged this precarious arrangement. The character of military actions has changed from national defence to covering a number of intervention types which serve tasks of global crisis management. The so-called technological revolution in military affairs has likewise worsened the problem. In sum, democratic civil-military relations need to be rethought, and have actually been redesigned. We wanted to know how the new configurations affect the conceptualisations of soldiering. Therefore, we asked what image of the "good soldier" do the various democracies put forward to represent their collective values and democratic convictions and yet which also takes into account military-specific requirements? In a second step, we examined whether the personnel who go through the socialisation processes within the military institutions subscribe to this model in their ideals of soldiering, their attitudes and professional identities.
These questions were pursued by way of a comparative research. Qualitative case studies were elaborated of altogether 12 countries across Europe. Given the importance of civilian control over military means for a functioning of democracy, the majority of studied countries formerly belonged to the socialist hemisphere in eastern, central and south-eastern Europe. A few selected West European cases complement the sample.
This project was funded from May 2006 to November 2010 by the VolkswagenStiftung (Volkswagen Endowment) as part of the initiative "Unity amidst Variety? Intellectual Foundations and Requirements for an Enlarged Europe". The final publication is available in May 2012:
