External democracy promotion in predominantly Muslim countries. The USA, Germany and the strengthening of political Islam in Turkey

PRIF Study No. 21 by Cemal Karakas examines US and German policies towards Turkey

External democracy promotion is often faced with complex conflicts of aims. Important implications for western promoters of democracy towards Muslim countries can be deduced from the comparative dealings of the USA and Germany with Islamic governing parties in Turkey – this is highly relevant especially in the course of the “Arab Spring”.

 

PRIF Study No. 21 Externe Demokratieförderung in muslimisch geprägten Ländern. Die USA, Deutschland und das Erstarken des politischen Islam in der Türkei by Cemal Karakas asks to which extent the strengthening of political Islam in Turkey leads to conflicts of aims in the US and German policies towards Turkey and how the reactions of the donor countries considering these conflicts can be explained. The analysis consists of two qualitative case studies of the relations between the US and Turkey as well as Germany and Turkey and a subsequent cross-case comparison.
