Sanctions in the areas of finance, transport, trade and energy were among the European Union's first reactions to the Russian attack on Ukraine in February 2022. In just five days, the EU adopted the first three packages of sanctions, followed by seven more by February 2023. While the EU sanctions were initially intended to force Russia to cease hostilities as quickly as possible, they are now aimed at restricting the Russian regime politically and weakening its military in the long term. But how successful is this sanctions policy and how can member states' enforcement of sanctions be improved? The question of the effectiveness of European sanctions is not only relevant with regard to the Russia-Ukraine war. In the recent past, the EU has adopted a large number of restrictive measures against i. e. China, Iran or Belarus. The effectiveness of sanctions and the suffering they cause to civilian populations raise major questions. In this Crisis Talk, experts from academia and practice discuss the challenges associated with sanctions policy as a response to crises and conflicts.
Crisis Talks of the Leibniz Research Network “Crises of a Globalized World”
Crises have historically been an important driver of change and progress in the EU. In crisis situations, the EU, which is characterized by great heterogeneity and oriented towards consensual opinion-forming, has so far been able to establish common perceptions, overcome blockades and shape integration. In the series Crisis Talks, the Leibniz Research Network “Crises of a Globalized World” explores the question of how Europe should deal with its current and past crises.
The Minister for Federal and European Affairs of the State of Hessen, Lucia Puttrich, and the Leibniz Research Alliance “Crises in a Globalised World”, in cooperation with the Research Alliance “Normative Orders – Goethe University Frankfurt”, cordially invite you to the Crisis Talks event “Between Diplomacy and War: How Successful are European Sanctions?”.
